Why do certain skins become a line

Some skin lines like bloodmoon and battlecast are kinda cool. I'm glad we get pool party and christmas skins every year. What I'd like to know is how come other one-off skins don't get a line of there own? I mean there are a few skins that only one champ has I'd love to see added to others. As a random example, every sword user either gets a chosen skin or a frostblade skin (WTB frostblade Leona Iron Stylus please). Maybe have a skin line for every champ in a specific role: IE a diamond line for the tanks.

I can think of more than a few examples of skins that only one champ has that'd make a great line.

Mostly because Riot prefers to create skins based on ideas which suit a particular champion. If said skin idea fits an existing skin, or skin-line, then the skin is added to it, thus increasing the number of skins related to a specific concept. For example, Blood Moon began with only Shen and Akali based on an Ionian tradition. Thresh and Elise were later released down the line due to their design fitting its thematic, as many people had been clamoring for a shinigami Thresh for some time, and Elise as League's friendly neighborhood spider woman only need some asian inspired attire to fit the myth of the jorōgumo.

In short, it is a matter of finding the right champion and concept that fits them which permits a skin to be given the green light.
