The weapon against the Shadow Isles

As we all know, Lucian the Purifier wields guns that were carved from some stone. And apparently this stone is an effective weapon against the undead.

So in Runeterra, The Harrowing was seeking to claim Bilgewater again this year. Apparently MF and GP join forces to battle the black mist and seemingly succeeded. Though, heavy casualties. The only thing that bugs me is, Where was the Purifier when all this was happening. The purifier, or the past chosen purifier's when the Shadow Isles's undead was active?
For what we know,
Lucian was a chosen Purifier along with his wife Senna. It is said that they battle evil/undead where ever it appears. Although this harrowing that passed Lucian was not seen or a unidentified person with light guns wasn't reported seen.

A scenario that would fit Lucians absence would be the Senna's twisted soul sent to haunt Lucian while he Harrowing happened. Well, her, or most likely thresh toying with him to distract him from his mission. I am only referring to the period of "1 year."
That's the first thing.
The second thing is, the mysterious stone the Purifier's guns were carved from. This stone have the power to destroy the undead. It should be deemed the only weapon against the SI. Where is this stone located? How does one Use the power of this stone? If people knew about this threat against the undead, how come they isn't more like Lucian and Senna. Given that Lucian is from Demacia, I can imagine someone giving the strict order and responsibility for this, like they did Lux.....
An option I could give to Bilgewater is to find Lucian, or the stone, and let this power help them. Although, I believe Bilgewater citizens would try to profit off the stone.... Either way its the only way to beat the undead. And Lucian isn't fulfilling his mission like he was told to.
Lol, maybe he just got fed up. Maybe he was in the bar next to yasuo drinking away. He's like:
Screw this!! I lost my wife to this Sh*T and have to cross all over runeterra to battle some creepy ghost!! I quit!
But seriously, Lucian along side the battle could have saved many during the Harrowing.
