They were originally planned for 7.23 but now got delayed to 7.24. It is nearly 7.25 now and there isn't news or post about the Blitzcrank skins. Can we have some light on what is happening with these skins? I wanted to gift it to a friend but there isn't news popping up about it.

Lancer Blitz skins will be re-enabled in 7.24
They were added to the store in 7.22 not 7.23 but disabled shortly after due to a bug with refunds. They've been confirmed to be returning in the next patch (7.24) so just gotta wait till then.
Anyone that got them before they were disabled though, was unaffected.
