If someone tells you to 'go kill yourself', that player needs to be immediately punished

There are still more league players who are saying this type of stuff, "go kill yourself" and "go slit your throat". I've been reporting these types of people for ages but none have been received any punishment or any notifications telling me that they had. Either I have really bad luck, or the reporting system still needs work. If we want to make this game better, we need to control these kind of people, Or more people will turn up like this. Thank you
