Sion recently received a Legendary skin recently and he fits the Tank Warrior thematic pretty easily. Although I do agree Zac or Sej or Trundle could all go for a legendary skin.

Nunu, Sion, Dr. Mundo, Cho'Gath, Olaf, Galio, Cho'Gath again, Nasus, Darius, Skarner...there are more tanky fighter legendary skins than any other role.
