Would it flesh out Jinx's character if she had a flat-chest complex?

Given that Jinx is... not nearly as well endowed as the other League ladies, would it be good for Jinx's character if she was envious of buxom women? You could get a lot of comedy out of it, at least.

For instance...

to : "You know Hat Lady, without your hat, I should really call you something else... like Boobie Lady!"

Plus, while it might seem like a bit of an anime-ish trope, the "A-Cup Angst trope" would make Jinx a tad easier to relate to for some. Surely IRL, there are SOME flat-chested women who want to have DD's. (Why do you think we have implant surgery, after all?)

All Jinx cares about killing. We don't need characters talking about dicks and tits. Besides, a female character being comfortable in her own skin and being proud to be feminine is a huge plus.

If you were to implement such a feature it would detract from her character a lot as well. She is too loony (or smart even) to really care about society's standards on what is fun, appealing, or attractive. She is a rebel without a cause (refer to her quote, "Who needs reasons?"). Her idea of fun is killing, destroying, and blowing things up for the simple pleasure of it, with nothing to lose and nothing to prove.

Considering how few fucks Jinx gives with showing what little boobage she has, it would be jarring for her to have a complex. She seems very comfortable with her body.

Jinx seems to have been given severe consumption characteristics.

She is absurdly slender and has no curves... that's part of the thematic design of her character. Being busty would somewhat remove that and be wildly out-of-(design)-character. She's basically a meth-head..... giving Jinx lovely breasts would be like making Annie busty, it just doesn't fit.

Jinx is supposed to be physically ugly... that's why she is the ugliest female character. Of course some people will try to deny this but it is not debatable; She is ugly, she is designed to be ugly, she is designed specifically to appear like a sickly drug addict (Doesn't eat, doesn't sleep, super hyper(Mania), bags under her eyes, criminal... sound like something?). That's not wrong, that's just the look they went with and it's fine.
