@Riot: Will there ever be a Necromancer NPC?

A Necromancer who raises skeletons is a definite no-no for a Champion (Chinese taboo), but what about in lore segments? Still disallowed?

Well, he could raise zombies and not skeletons. Like Yorick. Its Yorick. Yorick is a Necromancer.

Karthus , Yorick , Mordekaiser.

Also Mordekaiser's lich servants, various other higher-tier undead, members of the Noxian Bleak Academy, members of the Black Rose are also likely, etc.

No one official, but you'd think animating mindless bones wouldn't be too much of an issue. It's a very basic Necromancy spell.

I think it's very possible, because Mordekaiser's servants (they were alive while they were raising, so they were necromancers rather than liches) combined their powers and raised a higher being than themself. Liches are more powerful than any necromancers, so if you ask me, I dont have any doubt about their raising undead spells.

Mordekaiser also has necromantic powers.

The old Noxus royalty are considered necromancers in lore. The Darkwills or Darkwings or something.
