Is Riot reserving Soraka's lore update with a full visual and gameplay update?

The lack of skins for her, even with that extensive leak, coupled with no champion interactions at all even with Ionian related ones lately, has convinced me Riot is waiting on a full scale update.

But I desperately would like confirmation.
