You keep saying it's a "tech issue"? Well, I think we have every right now to call bullshit on your claim that it's just tech.

Forget the tech and just give us what you've got for updated lores. You are biting off more than you can chew.

They said a fair while ago that it wasn't just a tech thing.

I've always been rather surprised by the way that this post seems to have largely gone under the radar when it was a Rioter literally saying "Yes there have been tech issues, but the majority of Shuriman bios simply aren't ready to go live" ... and that was two months ago.

I'm not trying to offer excuses for them or complain that people are still asking this question, I'm just surprised that people are still focussing on the tech issues side of things rather than that they not only failed to meet the deadline for the Shurima event but still weren't happy to release the content they'd been working on a full month later. Now we find ourselves another two months down the line and we've only seen Amumu's new bio come to the fore (And that hasn't even gone live) so what the hell have they been up to all this time?

So much this. Failing to even finish what, 5 champion bios in time for their big event and STILL NOT HAVING THEM READY 4 months later makes me so "Excited for the possibilities!" of what narrative will output post Great Retcon.

Time's up? excuse me Mr. Chrono, I think time is still moving forward and they can (and will) at any time in the future release said content, it's not up to anyone weather time's up or not but the narrative team or marc merril of course.

Because compliance - Riot won't take fan-submitted material and go through the effort of making it official due to legal reasons. Kind of the same reason why any other company wouldn't take a random person's logo of their company and make it official. This is the kind of stuff that requires clear and defined legal boundaries.

Also there are massive lore threads where Riot discussed certain champions with the playerbase. To date, nothing from those threads has graced the actual lore of the game in spite of the participation. As a result people are (rightfully) bitter, since in spite of player efforts and community engagement Riot still has nothing to show for it after years of promising that they would. Again.

According to the agreements by using the forum, Riot has ALL rights to EVERYTHING that any user posts on it.

So....

BUT! AT THE SAME TIME....

they dont take any 'fan submissions' officially speaking. They turn down all the stuff sent directly to them.

A lot of people would actually undertake champion bios, and release good content in a consistent manner much faster than Riot. It doesn't take 2 months to write up a 500-word creative piece - Riot is simply not working on it.

Because the community did try to help and riot responded with for the most part a giant wall of silence. Many of the more positive members of the community have exhausted themselves trying to help and have given up. The community has tried to engage and forge a decent relationship with narrative many times, the problem is on Riot's end.

You seem to think that people immediately started complaining the moment lore didn't come out. I assure you this is not true. People patiently waited through a month of silence. Then people questioned, then they tried to help, then they waited, then absolute silence. Then people got irritated.
