You keep saying it's a "tech issue"? Well, I think we have every right now to call bullshit on your claim that it's just tech.
Forget the tech and just give us what you've got for updated lores. You are biting off more than you can chew.

I've always been rather surprised by the way that this post seems to have largely gone under the radar when it was a Rioter literally saying "Yes there have been tech issues, but the majority of Shuriman bios simply aren't ready to go live" ... and that was two months ago.
I'm not trying to offer excuses for them or complain that people are still asking this question, I'm just surprised that people are still focussing on the tech issues side of things rather than that they not only failed to meet the deadline for the Shurima event but still weren't happy to release the content they'd been working on a full month later. Now we find ourselves another two months down the line and we've only seen Amumu's new bio come to the fore (And that hasn't even gone live) so what the hell have they been up to all this time?
Time's up? excuse me Mr. Chrono, I think time is still moving forward and they can (and will) at any time in the future release said content, it's not up to anyone weather time's up or not but the narrative team or marc merril of course.

Because compliance - Riot won't take fan-submitted material and go through the effort of making it official due to legal reasons. Kind of the same reason why any other company wouldn't take a random person's logo of their company and make it official. This is the kind of stuff that requires clear and defined legal boundaries.
Also there are massive lore threads where Riot discussed certain champions with the playerbase. To date, nothing from those threads has graced the actual lore of the game in spite of the participation. As a result people are (rightfully) bitter, since in spite of player efforts and community engagement Riot still has nothing to show for it after years of promising that they would. Again.
