Would it be possible to make a faction similar to the Tal'darim (from Starcraft)?

I honestly love how Blizzard fleshed out the Tal'darim in Legacy of the Void. They share quite a few similarities with Noxus, following Social Darwinism, but their society is more built around the so-called "Chain of Ascension". Basically, you obey those higher than yourself, and lord over those below you. I don't think Noxus follows this quite as closely.

Everyone's probably going to say "Noxus", but I'd like to see a society that has such a "Chain of Ascension" going for it, as Noxus is a case of "close but not quite".
