There's pretty much nothing wrong with it. The ONLY thing that could be better is if Leona were wearing an actual breastplate (like the one in A New Dawn) rather than her metal bra.
I mean, the background's pretty lackluster in terms of it being anything more than something to make Leona's armour shine, but yeah the splash is solid and always had been.
While I have a fondness for the splash, with riots current direction with the updates, I'm sure that they'd make the new one look really cool. Also, yes, the boobplate and heels need to go.
It stands out as having nothing going on in it Plus its (I think) the oldest splash to not get updated.
I don't like it, it's so boring compared to the others. No background to speak and she's just standing there.

Our current strategy for splash art updates is to go back and do them for champs we've already done gameplay/visual updates for (fix the part of the package we didn't get to at the time basically). Cho's not in that category at least. Once we're done with that though we'll set up another batch of champs for splash art updates, imagine Cho's a contender there.
Long term the goal is to update splash art for all champs, so it should be a question of when not if at least.
