Camille isn't police, sure, but she's doing the same kind of work as Caitlyn and Vi. How are you going to address this?
Will it be that Camille is a vigilante, while Caitlyn has her hands tied by having to play by the rule of law?
Or do we have to wait for the Piltover Update before you can answer these questions?

Clearly she's Batman. Whenever someone needs a beat down that the police can't officially go after, she takes care of the job.

Probably because Caitlyn and her police force only there to maintain the peace (ie shoot every problem when they surface) and Camille murder poteintial risk. I doubt the piltover politican consider her criminal because Zaunite aren't citizen of piltover therefore their death are non of piltovera concern.
They probably have a "Batman and Commissioner Gordon" relationship.
As in both need each other, but don't like it either way.
She can do the things, the Piltover Police department can't.
