Let's be honest here.
Both cutthroat and foot stab are both bad names to begin with. Because he clearly didn't do any cutting or stabbing, or else it'd have done damage. Cutting a vital deep enough to remove their ability to talk really oughta do more than ZERO damage.
To me, Talon's have always been him sneaking behind his enemies and stuffing a **ball-gag **in their mouth to Silence them.
Now with the Silence removed, Talon takes the gag and ties it around their knees to slow them down...
Pretty sure Talon's training incorportates 5 different styles of stab it until it stops moving.

wouldn't be surprised if Talon could do some kunfu moves or some shadow magic or some kind of demon magic
or some secret Noxus moves/spells
A assassin in a world of magic not using at least some energy based move trinket gadget would be kind of strange to me..
Yes, I'd imagine he knows hand to hand combat, if not something exotic like acupuncture.
Maybe have Talon do a swift leg kick while he flies by you. If you wanna slow down your opponent's footwork in a fight, beating on his legs does the trick.
Why not name the ability "Cripple" or something? Cut a tendon and you can bet your ass it would slow someone down.
I don't think he's classically trained (as he came from a very poor background) but I do think he has enough experience to outweigh his lack of training. He was fighting and killing long before Kat's dad got to him.
Whatever martial art lets you turn invisible and teleport short distances.
