Could Jhin possibly craft a wind infused bullet with his magic?

Are you perhaps trying to imply that he is the true culprit of Yasuo's lore instead of Riven? Wind or not, a bullet wound would of course be distinct from a blade wound, BUT its only revealed that it was merely a wind technique that did it without disclosing the actual type of wound that was made so it could be possible :D Though Yasuo doesn't use a gun so he couldn't be mistaken as a killer with a weapon he doesnt use unless it was similar to his own.
Jhin's been noted as extremely talented with magic and blacksmithing (psychopaths tend to be talented in various areas), so if magic in Runeterra/LoL lore allows it then why not? He infuses his last shot with magic for that extra damage.
This talk of magical munitions reminds me of RWBY...
But in thoery, but we dont know how the magic works so we wouldnt even know what it would do. How do you get a bullet to do a specific thing you want while infusing it?

I do remember reading somewere that he craft many bullets, all with different effects, so he probably has crafted one with wind effect already.
I think the question is related to Yasuo's elder, but even when it would be cool, the times don't match so it shouldnt be a posibility
Maybe I'm a little confused at the timings behind things, but wasn't Jhin captured pre-Noxian Invasion and released post-Noxian Invasion? I don't think he could have gone around killing people if he was in prison.
The question is if this really adds up in terms of timeline.
Jhins lore doesn't mention the noxian invasion,which makes it sound like he was captured before it even began. And it seems likely that he was released pretty late in the invasion.
So the question is if Jhin was still in prison when the elder was killed or if he was already out.
