According to the biography, it seems that Zoe is a vessel, just like Diana, Taric, Leona and so on. Maybe her bond to the aspect is much deeper than the others, however, Zoe was not the aspect of twilight from the start.
So it is possible for a human to ascend to the same power level as Aurelion Sol, her favourite space doggy. [slayer-jinx-wink]

After reading the Lore I think that Zoe is more of an attempt of Targon to have something like Bard.
I liked how there is no real mention of power levels at all and the fact that she just finds Aurelion Sol attitude annoying rather than hating him (she might actually love him in a way children love their grumpy pets). My initial firing up against her has subsided for now.
