Because as it is the amount of unspeakably gruesome violence that can be inflicted upon a child, the only real one in the game no less (teenagers and ageless don't count), is pretty horrifying. I'm surprised the developers have not received any flak for this despite how mainstream LoL is now.

They did get flak for Annie though it wasn't for the violence. Anyone playing before season 4 or so should be able to remember when killing her from some angles it caused her rigid old model to fall over and expose her underwear. Thank god for VGU.
Because there is no actual violence. Annie does not bleed and the damage abilities do is shown through health only.
Well, maybe it's because she has pyrokinesis and can obliterate most other people with at least one spell. And she is a "Dark Child"...
