They would not accept Garen loving a spy-assassin and Katarina loving a famous Demacian warrior who is close to J4. The leaders of each country could not allow that, even if it merely angered the two lovers.
Sir Poodle1 votesI don't know, there's lots of things that people just pretend not to know are open secrets. My guess is that they are at an uneasy peace, with Noxus perhaps pushing boundaries, so it wouldn't hamper effectiveness.
