She repeatedly characterizes Azir being this cruel emperor that will enslave people. In the lore wasn't he a generally well liked in his earlier days as an emperor? Albeit a dictator but a benevolent one?

Shouldn't someone like Xerath be more of her concern than Azir?

Azir was dead for hundreds,if not thousands of years. The knowledge about him is likely very limited and all that the people are remembering is that the shuriman empire was built with slaves.

Naturally, Azir the emperor is more well known in legend than a guy who stole some power.
