There are two actual skeleton skins, being Jurassic Kog'maw and Cho'Gath, and the splash art for Grim Reaper Karthus has him as a skeleton.
Is the fact that bones are "taboo" is some countries, one big one specifically, a deterrent for making more skeletal themed champions and/or skins?

Is the theme of the skin so good at communicating that he is no longer or never was human that he can bypass the normal restrictions?

SSmotzer1 votesIn China, it says skeletons are 100% ok, so long as they do not promote "superstition." Death isn't a superstitious force. Skeletons animated through generic magics, also okay, but deliberate necromancy or for religious purposes are bad.

SSmotzer1 votesThe Grim Reaper doesn't promote "superstition" as it is a blanket symbol for death. China is completely fine with skeletons, so long as they don't promote "superstition."
