I think its 1350 skin with an Infernal-esque voice modifier. Just Teemo's normal voice, but demonic.

I'm leaning toward Legendary. That weapon doesn't look remotely like a blowgun, which may necessitate some new animations; that should push it into the Legendary tier.

Tristana, because Annie isn't a yordle. If it's Annie, I would be legitimately surprised because those ears are pretty clearly yordle and Annie is no yordle.
