Idk what to think except that it could be a new champ teaser.
my theory is that it's someone who worked alongside Vi and/or Jinx I mean it looks like graffiti art like with Jinx's teaser on forums and in her music video.

But I agree that this one in meme&games is rather cryptic. There are a lot of what ti seems "+1" and some "-1". That maybe a play around the up/downvotes in the Meme threads, yet the difference form the other ones is suspicious (and we are close to the reveal of the new champion since Galio has been out for a while).

Honestly, I don't consider most leaks fake unless they try to give photo evidence. If it's a psuedo vague list of things that should appear, then I'll believe they might be correct or herad of one of those things. Then, if any of those items appear, I believe the entirety.
Notice that most real leaks on reddit are a proper laundry list of things that start with the skins, goes to rework, and then ends in a champ.
