Regarding the Piltover map, there are multiple cities with the Noxian symbol next to it, meaning that it's under their control or allegiance. There are other cities in areas that Noxus should be able to conquer logistically speaking.

Oglaf1 votesNoxus to me seems like the kind of faction that has a lot of internal power struggles/conflicts going on. Y'know, backstabbing political rivals and stuff. Perhaps that is what keeps them from truly uniting and conquering everyone?
