Regarding the Piltover map, there are multiple cities with the Noxian symbol next to it, meaning that it's under their control or allegiance. There are other cities in areas that Noxus should be able to conquer logistically speaking.
From all we've seen Noxus is still kinda running around with swords and axes. Piltover could look at its neighbors and go "Hey, you wanna buy a literal laser gun? How about robo-legs?"
Empires run a risk from over-extending themselves. It's takes resources to occupy and control new territories
So long as they have Kled and Kled doesnt battle Poppy (or Ionians), Noxian battles would be gg ez.
Noxus to me seems like the kind of faction that has a lot of internal power struggles/conflicts going on. Y'know, backstabbing political rivals and stuff. Perhaps that is what keeps them from truly uniting and conquering everyone?
