Presumably it is. Given the fact it's a very tall mountain the altitude would insinuate cold climates. We actually see this in Leona's teaser image from...like four and a half years ago now jeez:

I doubt Pantheon'll be getting pants. I feel he'd prefer to endure the cold. Plus he lives around the flanks; not so cold there.

Well Freljord Ashe is essentially a retexture of standard Ashe, who is just as ill equipped for the Frozen North. I suppose having strong iceborn heritage helps though.

They better not even think about removing it.

I fucking love face covering helmets. Great helms being my favorite. Pantheon should always have his face covered, not just because I think it looks nice, but because it help cement his status as a symbol for his people/the celestial of war.
