In all honestly, I think it's Jhin.
Now, let's reel it back in a bit. I don't think it's the Void Champions, simply because they were probably made with the idea of conquest in mind, so I see them more as tools. I don't think it's Mordekaiser because at least he is doing it for conquest, and one can argue that he isn't even human anymore, so our standards of evil don't apply to him.
I think it's Jhin because:
He is fully conscious of what he is doing, and why he is doing it. He feels little regret/shame, and takes great joy in doing so.
He is fully human. Humans cannot relate to a ghastly thing as Mordekaiser, as it's fully obvious he is not human anymore. People don't think "How could a human do such a thing", as they simply seem him as a monster, which he is. Jhin, was mistaken FOR a Demon, as people couldn't see a human doing such things, but when he's finally revealed, he is human none-the-less. There is no excuse for him, no "He's not human anymore". Jhin is, and likely will be, Human for most of his killing career.
Finally, Jhin doesn't have some end-all be-all goal for his evil like Morde. He does it on impulse, he does planning and scoping his targets, and he does it in such an artistic fashion. He is fully aware of what he is, and he embraces it, pressuring it into Art.
That's why i think Jhin is the most evil.
I mean, Tahm Kench and Cho'Gath come to mind. Since one's a demon that literally embodies everything wrong with humanity and the other's an alien monstrosity that delights in tormenting mortals. I'd say they're good contenders.
There is only 1 champion with the "Evil" in his tittle... and is not Mordekaiser of Chogath.
Just saying.
Is Cho'gath's lore valid? I don't recall him getting a lore update, and until he does, he's still running on like launch day material from 6+ years ago, the majority of which has been defunct.
If anything, it depends on how you determine evilness. Lissandra has been cooking up plans for millenia. Brand has been trapped in the Freljord, and intends to burn the world down for no reason than to just watch it burn. LeBlanc has been manipulating Noxian politics for decades. Then there's the Void and the Shadow Isles. There's really quite a few villainous forces at work, so it all boils down to your definition of evil.
