It's a golden Masquerade like mask (similar to evelynn's skin) and there is no confirmation about whether or not jhin has facial hair.
Also if you look at the hair line with the mask, you'll see how it looks like his face goes over the hair line.

So the debate seems to be Jhin vs Graves. Let me put the debate to rest. Riot has stated that the Victorious skin is decided for one of or the most influential champion at MSI. Graves: 91.7% Pick/Ban, 47% WR Jhin: 11.1% Pick/Ban, 25% WR
The other 2 most influential champs at MSI were Lulu and Ashe. Lulu was 100% Pick/Ban, and Ashe is already the Championship skin.
Seems like an easy Graves to me. 
Wasn't Jhin supposted to actually be a slender, cowardly pale man? I mean considering he never spends time in the sunlight with his attire, that'd be true. Look definetly like Graves to me.
