That is saying a lot. An entire section was blown off so the rich can be richer. The people work in factories that produce life threatening pollution, causing many, if they can afford it, to undergo augmentation. There's no law enforcement besides a mafia alliance, and that's just not taking the champions into account.

We have a rat that throws acid at people. A killer wolf-man. About 3 mad scientists who kidnap people off of the streets. An anarchist when she's not terrozing Piltover.

And yet hope remains.

There's a mage skirting the skylines who is (hopefully) working towards fixing up Zaun's polution.

One of the beings engineered to be a super weapon turned out to be a hero of the people.

The children are still there and growing strong, ready to take their city back. At least some of them are.

It's kinda like the Shadow Isles; there's some rays of hope in this otherwise gloomy locale. Not a lot, but it's there.

Well at least there are more ordinary yet still depressing parts of Zaun. But there's definitely much more worse parts as well.

Seems the places closer to Piltover are the (in very big quotation marks) "safer". I mean the Zaun depicted in a lot of Ekko concept art is a bit different from the Zaun on the region page. And judging for the WW cinematic the further down one goes the much more dangerous it gets.

Twitch Yeah... basically. Warwick He's almost kind of a vigilante, he wants/wanted to do good so he tries to point his murderous drives towards people he believes deserving. Singed Yeah he's evil, but he does what he must, because he can. DrMundo Mundo. Viktor Trying to make Zaun and Piltover a better place, in his own vision. Jinx In Jinx's defense Piltover destroyed most of Zaun, she's just returning the favor.
