This skin was done because Dragon master Swain was one of the most requested skins of all time. And in addition to that there is the fact that if they had done it later,they would have needed to make it legendary or leave his VO unchanged.
Because right now,DM swain does have changed VO,so that he actually talks about dragons and not birds. If they had done him at a later time they would have needed to rerecord all of his VO in order to do this,which would have been far too expensive for a 1350-skin. However since the skin was done together with the rework,they could record the dragon lines alongside his regular VO and thus save themselves a lot of work.

I can't stand the SWAIN rework. It's terrible. How could they take away his Q skill? That raven was the most annoying and best skill Swain had...
