Was "Black Scourge Singed" Singed's final skin?

For a relatively unpopular champion he already has a bunch. And I doubt he will get reworked. Given how balanced he is.

Singed has no Champion Update in the works. He's not even on the "Tier 1" VGUs list either.

Anyways, as of now, there's no such thing as a "final skin" for a champion. Every champion will get a new skin at some point.

He already had his model VU, and they're trying to maintain his current playstyle. I doubt he's getting any gameplay updates in the forseeable future.
