Does that mean Graves and TF have traveled outside of Valoran? or is it more of a hyperbolic statement?

I don't think they're going to move Bandle City into the Void, or off of Valoran. Likewise, they're probably not going to bring Bilgewater or the Shadow Isles into the main body of Valoran.

GreenLore1 votesThe harrowing showed us that the location of the shadow isles has been changed(if not completely flipped,originally they were the north-west of valoran,now they seem to be south east of it)
We can also see the symbols of Ionia and Piltover. If we assume that Bilgewater is still at the same location as it was before,then those arrows mean that Ionia didn't change its location,but piltovers is now where Noxus used to be.

redniwediS1 votesExactly as DrCyanide said, while parts of the lore are being retconned there are certain things, like Ionia and Bilgewater being on islands, that are next to impossible to change.
When it comes to retcons if it hasn't been specifically mentioned as no longer being cannon it is safe to assume it is not being touched.

Impetual2 votesIf Graves has been pursuing TF around Runeterra it would be really cool to hear about it through regular lore releases over time, rather than just getting attention during a lore release like the Bilgewater Event.
The Bilgewater event is really cool, but it would be awesome if we could have consistent lore releases on a weekly or bi-weekly basis like they used to.
I see no reason why the LoL's lore can't evolve at the same pace that it used to during season 2. While the new lore quality is decent, there is nothing about the written lore that is noticeably better than the old stuff.
To me, this suggests that there shouldn't really be much of a difference in staffing requirements to produce lore at a similar quality .
Yet consistent lore releases seem to be something RIot either can't or won't deliver on these days.
They used to seem to have a consistent lore release model down to a science... In what way has Riot's new lore delivery model broken their ability to produce consistent high quality lore? Why do we have to wait so long for quality lore these days?

Because, that tech issue made EVERYTHING look bad. The moment the "tech issue" got resolved, this started happening.. I would like to think that, it is POSSIBLE we will get back to the weekly or bi-weekly lore release.. I mean, in this event, it's at that speed.

Maybe "resolved" isn't the proper term as their might be a few issues still; HOWEVER Jaredan mentioned that they were testing the system to see if it works. The test appears to have been successful, and you are now able to see extended lores on the actual site.
With that being said, it appears that after the event (or maybe near the end), we'll see the Shurima lore they have in waiting.
