It's not Urgot. There are many people in Zaun who choose to undergo augmentations like that, though some is by necessity.

Can confirm he is not a early hint at Urgot's rework, that thing fighting Ekko is what they call a Vigilnaught.

Theory is that Vigilnaughts were manufactured bodyguards built by Singed. However I think now after Urgot's lore update, there is room for speculation that dude could be a Son of Ur.

He's just a dude. People were going on about it being the Urgot rework when Seconds came out.
