Is Noxus's true enemy the Black Rose?

If you think about it, the Black Rose is technically the whole reason why Ionia was invaded. Thanks to the new Noxus lore, we find out that Boram Darkwill was driven mad by seemingly LeBlanc(aka the pale the lady.) That caused him to take actions like recklessly invading Ionia even though it's a separate continent. It would seem that Noxus's power struggle is still relevant and even more explained. Is the BR's intentions to rule Noxus themselves? Even thought they have a checks and balances system now, they still plan to get rid of Swain and attempted it in his color story.
