What does it mean to be a Legend on Runeterra?
While we refer them as "Champions," they are look at as legends and folklore in the world of Runeterra. What I'd like to know, how does one become a legend there? Take Garen, he is referred to as "the might of Demacia." But has Garen done enough to be considered a legend? I can see many military accomplishments, but what has Garen done to actually be talked about all around Valoran. I suppose you can be a legend from the military. But i don't see how Caitlyn and Vi could be on this level if they are just a couple of cops in Piltover. Granted, I'm sure there is more people in the police force then just them two. More sheriffs too.
Some one like Aatrox, who has only been seen by few and has influenced many wars i feel, imo, would always be seen as as legend. Particularly because many cultures indicate the same figure in their ancient history : The mysterious god send warrior who appears to help a losing army. That much i can see being in folklore, passed down generations, and told as tales to children. So I'd like to know how does one become and can considered a Legend in the world of Legend of Legends?

former Reaver King of Bilgewater who controlled just about all of its criminal elements. Now he's building his power base back up, but that doesn't sully the feats he has or the legends told about him.
a champion of Demacian ideals and the leader of the Dauntless Vanguard; an elite regiment of Demacian soldiers. The poster boy of Demacia, effectively. They could probably make Uncle Sam esque posters with Garen on 'em in Demacia. Also nobility.
an ancient yordles of times long forgotten to history with incredibly unique powers. While only a handful people have likely ever met him he';s certainly one they'll tell stories about.
an ally of Ashe and the Avarosan who's probably known culturally in the Freljord as a really cool guy.
