HaIlMonitor1 votesShe is already getting a second skin. I am talking about Taliyah, Aurelion sol, Cammille, Kled and many more that have been out for over a year or more, but ahve 1 skin.
Oleandervine3 votesOf that list, only Camille really works. Taliyah is too young, and her general characterization is nowhere near as dark as the Blood Moon line. Aurelion Sol makes stars, not moons, so that would be a bit odd for him. Kled doesn't fit at all. This line is more serious, and Kled is a ridiculous character.
That being said, I don't know if Caitlyn or Ashe fit this line either. I think Blood Moon overlaps too much with Lunar Wraith Caitlyn, and I think Ashe has the same problems as Taliyah in regards to this line.

Oleandervine1 votesWell, Rengar did just get a skin really recently, Mecha, which probably means he won't be up for a new skin for at least a few more months (it's no longer a year, but at least Vi and Jhin got skins very far apart last year).

This, also Bloodmoon is more for the 2-shot people. ADCs, albeit over turned currently, shouldn't be 2 shotting people.

You can clearly see that Ashe is perfect for Blood Moon skin, giving skins to champions that don't fit just because they have few skins is a really bad marketing move but Riot knows that already thats why the popular ones are getting most skins

Since these guys got Bloodmoon skins, I think we can assume that the champion choice is unrelated to Ionia.
Other champs you didn't mention and I could imagine with Bloodmoon skin:
