With no IoW, does she really have a reason for modesty besides the ESRB? Not saying you should make her nude in her classic skin, but lore-wise I don't see why she'd wear a fur bikini when she's surrounded by wild animals who don't care if she's clothed or not.
Note that I'm not trying to be totally serious here. It's just one of those funny thoughts you get.

That is literally the reason. The governing rules of the culture that creates the art still influences how the art is created. Art itself is just a lens we can see through, one that is distinctly colored.
