Azir: Risen King Or Ridiculous, Despised Madman?

So Azir's goal is to bring back the glory of Shurima. That's great! Shurima's a nation you can bring back the economy, maybe try out a new social security system, update the armies weaponry. What else does a nation need again..?

Oh yeah. People. And as far as I can see the Shurima city Azir inhabits isn't here anymore. The buildings remain but the people are, well, dead. That's what people do.

_But wait he had all those soldiers in the Shurima trailer! _

Or did he? Isn't Azir's whole power about being able to create soldiers out of the sand? So Shurima has a military but not really. It's more like a weapon used by one person. Those soldiers aren't really alive after all, just sand controlled and ordered around by Azir. So Azir's entire military is a non living entity controlled by a self crowned emperor who verbally orders it around. Azir talks to sand.

So perhaps it isn't so bad that the native Shurimans might not want to be ruled by Azir. Not only has he literally come out of no where but he doesn't even represent a group of people just a bunch of sand. Imagine of a lone person came and demanded to be your leader and had the means to over throw you. Not only would they seem crazy but dangerous.
