Will it be possible to have the japanese voice over even If I'm on the NA server? And if yes how can i proceed to get it on my game?

Search for a program called LoL VO Changer. The developer is working to add the Japanese voice assets when they reach him, which will allow you to change the language of your game while remaining in English. You may also change each champion's voice individually if you wish.
