@Ironstylus: Who are the "worst offenders" in terms of visuals?
You claim Champions like Akali, MF, etc., are not the highest priority for visual updates. May I ask who is highest priority?

Yikers.. hard to nail down. But we do have a hit list, but that list isn't necesarilly gone through by worst -> best. We also hit champions where we have opportunity.
On my personal list, however:
- would be my top 3.

The pizza feet are strong with these ones (Pantheon has huge feet so I'm counting him among the tribe)
He's so shiny in the new rift it hurts my eyes!
Some things don't get better with age

I was going to guess Poppy or Eve, but they have a lot of leg work to do. It's at least going to be one of the older champs but they've done several of the older offenders already.
Hmm, this is tough.
If I had to guess... by way of being a tiny rock midget in-game when the splash art shows he's apparently supposed to be Cho'gath-sized.
I worry what

, and 's VU would become depending on who is handling them.
I'd be happy with them just getting a TU, a new pair of feet, and modified hair physics, as I suspect they'd get screwed over like 
if Riot decides to give female champions a full-on VU.
Even worse is they aren't even making Traditional skins for VU'd champions anymore if Karthus and Sion is anything to go by, which makes the idea of those 3 female champions getting a VU even more concerning.
I'd have to say Ashe, Irelia, Xin Zhao, and Nocturne.
Poppy is getting a full blown relaunch, not just an update, but even she's second in line behind the potato crab. Urgot has a DIRE need of a visual update so that he doesn't look like a WoW abomination that wandered out of Mojoverse. After those though, definitely Taric and the other Pizza Feeters, including Udyr who looks horrible.

He is THE critical case (as empty as the void)
His nudity can offence some players (we can see his asses o_o, im not asking to give him clothes... he just need bigger asses plz , he is too skinny and so small
