What are your thoughts on rule 63 skins? Have they ever been considered internally, are they a possibility, would you like to create them?

VOs would be screwed over from that.
I think that's gonna probably remain a thing of the custom skins community. I don't see that being something Riot's gonna be able to do much with. As @TyrekGoldenspear said, VOs would be a nightmare (although possible), and you'd have to remodel every gender-swapped champion, because males and females just don't have the same bone structure.
However, it would be a cool idea. Having a Susan (who's female form would always have to be called Nasus, much as the current Nasus is always Susan), or crap like that would be kinda nice. It'd be hard to keep the core visual identity of a champion with that up, though.
As others said there's VO issues, structure issues... plus there's things like the movements, they'd have to completely redo the animations as opposite genders have different body language. So there's lots of things that Riot has stayed away from with their characters where, yes, other games haven't but it just takes a lot of extra time.
