Her new background doesn't make any mention of her having a last name. Doesn't that seem... weird?

It's Lyn. That's why everyone calls her Cait.
Neither does Viktor's. Or Jayce's. Or Ekko's. Or Ezreal's. Orianna and Camille are the only Piltovans with confirmed last names.
Actually rull/last names are fairly uncommon in League. Though that's not to say they don't exist, they likely do in some cases, but some might not.
