A question for the champion designers out there

I don't know which forum to go to because none really seem right, but my question is this;

Is the game able to handle a highly mobile champion that can fly. I see a few champions that fly, such as syndra and malzahar who have very......rigid movement. If you where to design say a superman type champion who relies heavily on mobility and flight, would it be possible to create?
