Those rats must be magic infused because you wouldn't possibly get enough protein to have a body like that off just rats.

To be fair, Sylas has been out of prison long enough to amass a group of revolutionary mages, according to his lore. He's certainly had enough time to shave and get a better pair of pants.

Please, Demacians are xenophobic warmongering colonialists, they aren't savages. No point in imprisoning a man who dies of neglect and starvation. No.. no they must be in perfect health so they may endure the longest possible sentence for betraying the crown.
To be fair, he's not fresh out of prison. On his bio he's had enough time to raise a rebellion of mages so he probably shaved somewhere in there.
Let's just note holy crap Demacia is clean. Like this is a place that's so clean you can eat the motherf@##$%% rats and not get some kind of disease. I mean I just imagine now that it's someone's job to just run after and grab rats so they can put them into a rat sized tub and clean them.[sg-poppy]

Demacia might enforce strict anti-magic legislation and incarcerate transgressors indefinitely, but they're not complete monsters. Besides, it responds well with the public when they see the imprisoned are treated humanely.

Better question: How did he catch them? With his feet? But how did he eat them once they were dead? Did he grab them with is foot and eat them like a monkey? And how did they get in, considering he is isolated and there are no openings besides the door?
