Considering Leona represents the Solari, or somewhat the manifestation of the Sun, is she worshiped by anyone, or followers, or regular villagers? Do people worship her for what she represents?

And is Leona a Rakkor? If so, are Rakkor allowed to join the Solari's? Were not Rakkor, fighting like people, like pantheon? More brutish?

And Diana, she is not a Rakkor right?

Leona was born and raised Rakkor, but was adopted by the Solari when it became clear that she was the Sun's chosen. Her League judgement gives a good account of this, and of the culture of the Rakkor: http://leagueoflegends.wikia.com/wiki/Leona/Background

Diana was born and raised among the Solari, though they didn't particularly appreciate her unseemly interest in the moon. The first paragraph of Leona's lore suggests that the Solari are a subset of the Rakkor, so Diana would be considered Rakkor.

I don't know anything about Leona being outright worshiped, but she was certainly revered as the chosen of the Solari's deity. It is possible that some might have held her in higher esteem than that, but I am not aware of any Riot publications supporting this idea. I do not have any knowledge about the relationship between the Rakkor and Solari, other than that they share the mountain, and the brief content of Leona's lore and judgement.
