Meh, black hair is just brown hair that is REALLY brown anyway. Not to mention, it perhaps could just be the lighting; many black hair people do look like they have brown or even blonde hair under certain lighting source and light angles.
Don't use that splash art as a basis.
Xin Zhao's current splash art came from the Chinese version of League of Legends in Preseason 6 and was meant to be a placeholder until they could roll out a new official splash art. It wasn't supposed to be truly representative of the champion Xin Zhao, despite Xin Zhao being completely based on a Chinese warrior.
Xin Zhao's in-game model has black hair.
