Assassins aren't really Demacia's jam. Spies certainly, I can see that, but not assassins.

Seeing as how Lux was used for covert ops, yes they probably do have secret organizations. They are also loath to discuss them because skulking in the shadows in inconsistent with Demacia's ideology.
When Lucian was announced I thought that maybe he and Vayne would be part of some sort of organization that wants to purge runeterra,but well there is nothing indicating that.
I guess demacia has their spies and even assassins too,but they'll keep them rather hidden,because unlike noxus they don't really see that stuff as honorful.
Demacia doesn't seem like the kind of government to have secret organizations especially not assassins. I'd assume they have scouts and spies, though, like Quinn.
Ummmmmmm.... I think that's noxus. First of all, crows are usually associated with swain, and it appears to be a black rose on the blade, could be referencing Leblanc. Also the blades could reference kat or talon. Though I might be interpreting it wrong.
