Why has Garen been dulled?

I noticed while playing him, that compared to his comic counterpart and to his older self, he is a lot duller. He is more grayed out and his silver and gold aren't vibrant. Why was this changed? He does not look as Demacian as Demacians tend to have much brighter more vibrant armor. I would like to see this change reverted.

I think it was when Riot completely overhauled the look and feel of SR. Since then, every champion undergone a re-texture, normalizing their looks to fit the map. It was done by removing a lot of unnecessary details (zooming out caused them to look like black blotches) and excessive sheening effects, things like armors, swords, things made of metal, since it also add a lot of white to the champion when zoomed out or gave it a weird highlight effect with the updated SR in the background.

I don't think they changed him since his update back in like 2013*. Are you sure?

Compare to his model on teemo.gg. Unless I missed something, Riot just pushed something really weird out.

The base skin is matte now, instead of glossy. This happenned about 6 months ago:
