It's because she is the most popular female champion, she fits with a lot of themes and brings them the most money, the acctual question is how can you not understand something so simple
Because it's not a mystery. A lot of league players are filthy weebs, or furries. Ahri meets the criteria for both those fan bases. Hence why her skins sell well despite being of poor design.
Just like why riot buffs shit like ekko, lc$ big plays. Ahri skins for the easily separated money.

But every time Riot releases yet another skin for her, I am happy, because I get to save my money.
Because Rito doesn't have any good reasons so they just keep their mouths shut.
ALSO!! I'm thinking Rito has like a money team and everything else team (gameplay, art, story, whatever). The money team decides "Give Ahri another skin for money" so the skin team makes the skin. And this money team also never talks to anyone so yeah.
