I don't think so. Taric is a charming protector, functional yet stylish. He is all into gems and just can't shut up about them (let's hope in his rework that doesn't change, cause i like him just being a bit more goofy than usual champions).

Jhin is a psychotic murderer, who sees beauty in killing (thats why he says stuff like fabulous, he means it in a completely other way than Taric) and also sees himself as a briliant artist (in reality he is just a mercyless killer). And theres already one core that completely splits their personalitys, Taric is a guardian, a protector that is ready to smash everyone into the ground that comes to near to the person he protects, Jhin is a murderer who kills people no matter what for his "art".

Not goinna comment on the rest of your post, but I'll let you know that Riot said they want to keep Taric kind of a silly champ, not so dark and super serious like a lot of the recent releases. "Funny, but not ridiculous" -- something along those lines.
