No. It's for the next champion, aka Aureilon Sol. Taric is set to be released after that.
Why should this be Taric? Tarics Character is a protecting Paladin/Healer and not someone who brings endless destruction. This is probably Aurelion Sol, Taric will hopefully followup after him.
