Yes, it was a bleed. It also:
A.) Proc'd on his axes
B.) Had a pretty great ratio base damage.
C.) Could stack infinitely.
A good Draven could force you out of lane by just landing a few good axes as you bled to death. It's also why Draven and Darius were called the "blood brothers".
