Why doesn't Swain (since he is the high general of noxus) marry leblanc to make a stronger bond with the black rose? Wouldn't that strengthen noxus? They are both evil and probably could work well together no?

LeBlanc is the head of an underground cult that's been manipulating Noxus for years, perhaps decades or centuries. Very publicly marrying the most visible person in the city-state is a good way to blow the whole "underground" bit.

Marriage alliances are used, historically, to strengthen positions in societies that place a high value on familial ties, land distribution, and collective family wealth, or to create stability by uniting opposed groups.

LeBlanc's personal territory I do not know about. But she doesn't really have anything to gain from it. Swain is already indebted to her. I doubt she is worried about her children's inheritance or creating a dynasty for those that will last beyond her lifespan.

On Swain he would probably be better served marrying a wealthy, publicly powerful family. Preferably one which he can control easily or is entirely dependent on him in a different way. Marrying a secret organization doesn't really strengthen his position especially with his already having publicity problems.

Some daughter of a rich landlord who is opposed to him currently but can be bartered with would suit him far better.

I doubt that Swain or Leblanc give much about marriage. It would be more of a formality between the 2 that none of them would care about.
